13 And it came to pass that the Nephites began the foundation of a city, and they called the name of the city aMoroni; and it was by the east sea; and it was on the south by the line of the possessions of the Lamanites.14 And they also began a foundation for a city between the city of Moroni and the city of Aaron, joining the borders of Aaron and Moroni; and they called the name of the city, or the land, aNephihah.

And the Lord said unto him: I will forgive thee and thy brethren of their sins; but thou shalt not sin any more, for ye shall remember that my aSpirit will not always bstrive with man; wherefore, if ye will sin until ye are fully ripe ye shall be cut off from the presence of the Lord. And these are my cthoughts upon the land which I shall give you for your inheritance; for it shall be a land dchoice above all other lands.

9 It may seem to some to be a very bold doctrine that we talk of—a power which records or binds on earth and binds in heaven. Nevertheless, in all ages of the world, whenever the Lord has given a adispensation of the priesthood to any man by actual revelation, or any set of men, this power has always been given. Hence, whatsoever those men did in bauthority, in the name of the Lord, and did it truly and faithfully, and kept a proper and faithful record of the same, it became a law on earth and in heaven, and could not be annulled, according to the decrees of the great cJehovah. This is a faithful saying. Who can hear it?
